I (Jeroen Ticheler) suggest that the letter is split up in parts to avoid people ignore it due to its length:
a) The OSGeo Board cover letter
b) The "Open Letter" statement with the summary & problem description + the list of people that signed this letter (max three-quarters of a page + list of signatures)
c) A full Analyses including all concerns and references.
