The last FOSS4G.be went smoothly.
=== BeGeo 2019 ===
We had no booth but a [https://begeo2019.be/fr/track-6 track]. More than 100 people attended the track. It was interesting to meet people. That's why it is important to be there. It doesn't take so much effort and the event attracted 1100 persons in total.
=== FOSDEM 2019 ===
The last edition was more oriented towards coding / tools. No OSGeo project was presented there. The next edition will be the 20th and should attract more people. We should communicate more about this.
=== others events ===
Other events are discussed : [https://2018.foss4g.org/ FOSS4G international] : around 800 persons but not much European people (Gaël was present), [https://www.osgeo.org/events/foss4g-europe-2018 FOSS4G Europe] in Portugal (Dirk was present), FOSS4GNL, [https://www.osgeo.asso.fr/foss4gfr-2018/ FOSS4G France] : nice workshops but it was difficult to organise, Missing Maps Mapathon : good atmosphere but the tasks were too big.

We need a place with beer and wifi.

For the GeoDevEvening QGIS, around 16 persons were present.For the next one, organizing a social event may be a good idea.
=== FOSS4G.be 2017 ===
There are some discussion about the possible collaboration with OSGeo FR and NL for our next FOSS4G. The conclusion is that our FOSS4G must remain a local event. Each year, we also manage to attract people from other countries. Some suggestions are also made for our next FOSS4G :
* Keep one OSM track,
* To improve the organisation of the event, we need someone to take the lead and be more pro-active. Last year, we did things very late. It worked but it's too dangerous to continue like this.
== Financial report 2017 ==
Marc sent the financial report 2017 earlier via mail. The report is approved but our accounting should be more open and must be presented in a more professional way.
We also need to complete a form in order to be not liable to VAT. Johan will do it.

The general assembly unanimously grants the discharge to the board of directors.

== Provisional Budget 2018 ==
The budget sent by Marc is amended by the GA : participation at BeGeo and Inspire conference : 1000 € + VAT, 100 € extra for GeoDevEvening. Total Extra cost = 800 €. Reserve can be removed. The new version will be sent by the new treasurer.

Everyone explains his motivation about why he wants to be a board member for the next 3 years.

There are some discussion about the possible collaboration with OSGeo FR and NL for our next FOSS4G. The conclusion is that our FOSS4G must remain a local event. Each year, we also manage to attract people from other countries. Some suggestions are also made for our next FOSS4G :

* To improve the organisation of the event, we need someone to take the lead and be more pro-active. Last year, we did things very late. It worked but it's too dangerous to continue like this.

There are some discussion about the possible collaboration with OSGeo FR and NL for our next FOSS4G. The conclusion is that our FOSS4G must remain a local event. Each year, we also manage to attract people from other countries. Some suggestions are also made for our next FOSS4G :

* To improve the organisation of the event, we need someone to take the lead and be more pro-active. Last year, we did things very late. It worked but it's too dangerous to continue like this.

We also need to complete a form in order to be not liable to VAT. Johan will do it.

For the GeoDevEvening QGIS, around 16 persons were present.For the next one, organizing a social event may be a good idea.
=== FOSS4G.be 2017 ===
There are some discussion about the possible collaboration with OSGeo FR and NL for our next FOSS4G. The conclusion is that our FOSS4G must remain a local event. Each year, we also manage to attract people from other countries. Some suggestions are also made for our next FOSS4G :
* Keep one OSM track,
* To improve the organisation of the event, we need someone to take the lead and be more pro-active. Last year, we did things very late. It worked but it's too dangerous to continue like this.
== Financial report 2017 ==
Marc sent the financial report 2017 earlier via mail. The report is approved but our accounting should be more open and must be presented in a more professional way.
We also need to complete a form in order to be not liable to VAT. Johan will do it.

== Discharge of the members of the Board of Directors for the 2017 financial year. ==
The general assembly unanimously grants the discharge to the board of directors.

== Provisional Budget 2018 ==
The budget sent by Marc is amended by the GA : participation at BeGeo and Inspire conference : 1000 € + VAT, 100 € extra for GeoDevEvening. Total Extra cost = 800 €. Reserve can be removed. The new version will be sent by the new treasurer.

Everyone explains his motivation about why he wants to be a borad member for the next 3 years.

Le but de la conférence est de toucher un très large public (min 300 participants).

La conférence comprendra des séances plénières d'orateurs de renom, une session principale présentant des cas d'utilisation et deux sessions parallèles consacrées à l'utilisation de la géomatique open source dans le monde académique et à openstreetmap ainsi qu'une session destinée aux développeurs de logiciels FOSS4G.

Les présentations et les débats se tiendront en anglais, ainsi qu'en néerlandais et en français.

= About OSGeo Belgium =
Welcome to the wiki page of the Belgium OSGeo chapter.

== Mission and objectives ==

After discussion amongst the active local chapter members we come to the
following list of mission objectives:

* Community-building and networking around specific Belgian themes and within Belgian fora.

* Organisation of events
: These two mission statements are working together. We believe it is important to meet people face2face. To help them to start open source initiatives, to start using open source solutions, to establish an eco-system that benefits from the cooperation, the sharing and the co-creation open source delivers.

* Lobbying
: We think it is important to speak as one voice, and to get involved with other organisations: administrations, industries, user groups, ... OSGeo. Be will actively speak as an organisation to defend the OSGeo open source spirit in the broader Belgium community (government, academic, industry, other open initiatives).

* Networking with other OSGeos (notably OSGeo-fr and OSGeo.nl)
: OSGeo Belgium will focus on local activities (Belgium based). OSGeo Belgium will advertise and promote other OSGeo initiatives and invite members of the other OSGeo chapters on the Belgium events or meetings.
: We think that OSGeo Belgium can act as a bridge between several language communities and cultures, because of it's unique composition.

* Support to higher levels of OSGeo
: We believe that OSGeo only can grow if supported from the base. So OSGeo Belgium is willing to help OSGeo where necessary, to leverage idea's or act as an advisor if appreciated.

* Support to OSGeo in lobbying European Union Institutions (Commission, Parliament, etc) related to specific EU-Themes (INSPIRE, H2020, Procurement policy, ...)

Next to the mailinglist there is a (board) meeting planned monthly, most of them trough digital communication. The meeting minutes can be found on this page.

== History of OSGeo Belgium ==

During the last FOSDEM [http://www.osgeo.org/node/1488 Geospatial devroom] OSGeo was represented. It
was a great opportunity for Belgium OSGeo members to meet each other and
start talking about organizing ourselves a bit more, so actions in
Belgium can be better supported. Belgium is, as a country divided in at
least 3 speaking languages and 3 official languages. The active OSGeo
community members today are either active in the [http://osgeo.nl/ OSGeo.nl], the [http://wiki.osgeo.org/wiki/Francophone OSGeo.fr]
or in several OSGeo communities.

However, OSGeo-nl and OSGeo-fr are language-oriented communities with
their geographical weight centred in respectively the Netherlands and
France, and the separation by language has impeded on any specific
Belgian activities, notably networking and lobbying with administrations
that are bilingual on some levels of governance. Thus the need arose to
provide a specific Belgian forum.

OSGeo.be will be organising their first GeoDevEvening. The theme will be webmapping and especially Openlayers 3. There will be two speakers, Pierre Marchand of Atelier Cartographique wil give an overview of Webmapping tools. Later we will take a deeper dive with Thomas Gratier, one of the authors of the OpenLayers 3 Beginners guide.

OpenLayers 3 is a JavaScript based library for web mapping, published under BSD license. It groups a set of functionalities to create both lightweight web mapping applications and more heavy web mapping applications for advanced usages. It enables display of geographic features (markers, lines, polygons) with custom styles, most of the time with background maps services from various sources (including OpenStreetMap). It manages all interactions to select, draw geographic entities, display, measure geographic coordinates and manage different Earth representations using cartographic projections.

The event will happen at BEL in Brussels (those who were at FOSS4G.be will remember the place), next monday 18 april at 19:00 until 22:00. The event is free. You can register here.
