Mission
The primary focus of the North America regional charter will be to organize and run annual North American conferences. It is not the intent of this chapter to duplicate or compete with established local chapters or the international organization's ongoing efforts.

The North America regional conference will also support and collaborate with other like minded organizations for smaller technical and business focused conferences within the region.

Background
The OSGeo Board of Directors has recently discussed establishing regional focus groups and conferences that could more effectively address the needs of those areas. This would allow OSGeo to act as more of an umbrella international organization. It is anticipated that the International OSGeo conference will rotate around the globe and will be combined with the regional conference when that region is selected.

Objectives

*Organize and run an annual North American regional conference
*Increased focus on open source business models
*Provide an interface for National, Regional and Local government agencies as they adopt open source solutions
*Coordinate with local North American chapters for planned events within those localities
*Support OSGeo board for international events

What the North American Regional isn't about

*Duplicating existing efforts at the OSGeo International level or at the local chapter level
*Running development projects or support infrastructure
*Local meetups
*Managing or overseeing other groups

In addition we will be coordinating closely with other relevant organizations:

*MIL-OSS Military Open Source Software
*USGIF United States Geospatial Intelligence Agency
*OSSI Open Source Software Institute
*OSFA Open Source for America

Mark Lucas
Principal Scientist
RadiantBlue Technologies Inc.

If the majority of chapter members wish, the post of official representative will be elected on a periodic basis.

Organization
The intent is to organize as a 501c non profit organization.

Hi Reholl, <br>
I can see that you have added bullet points to the AGMN agenda - thanks for this! In one of the last meetings we have decided to change the content of the AGM to be more member-focused and have local chapters give lightning talk type presentations (separate mail in the make). But I liked your input and moved it to the agenda of the board of directors who will meet two days later. I hope this is OK for you. If not please let me know. Any input is welcome (and feel free to delete this comment after reading).

Thanks, --Arnulf Christl 03:27, 5 September 2011 (PDT)

Arnulf,
Yes, that's fine moving those items to the directors' meeting, probably better there actually. Main idea I had about OSGeo representation at other events: I hear about from time to time various conferences in USA especially where, if not practical for OSGeo to have formal exhibitor presence, then if someone can attend to spread the message informally and gather info on whatever community sits behind the event and what their receptivity to open source is or could be. For example, was told recently of American Geophysical Union meeting in San Francisco in Dec 2011, apparently a huge event.

Thanks,
Event Summary
Copy from the 2010 website:
# See the most diverse program on the latest geospatial solutions being applied at the most cutting edge infrastructure organizations
# Walk an exhibit floor that goes beyond technology to show true solutions and ways you can make the most of your existing systems
# Meet some of the fathers of the geospatial industry who are now putting their pioneering spirit to work with a new generation of geospatial leaders
* Robert Hollingsworth: definitely will be there. Been there a number of times before. 4-hr drive from here. Interested in being Booth Presence. Will consider presentation possibilities. Would love to see FOSS4g crack the utilities/telecom market.

Open Source Geocoder
For those not familiar with the concept, Geocoding takes a human readable address and turns it into coordinates.

Project Purpose
The intention of this project is to work towards creation of open source software providing geocoding capability.

Design goals
Desired attributes:
* Handle international addressing schemes (expected to be pluggable to support internationalization)
* Library Coded in C (or C wrapper to C++)
* Architected and designed for performance
* Abstracted storage to allow for use of data from various sources e.g. shapefiles, RDBMS, others

Relevant Existing Open Source Technologies
* SRC Explorer Geocoder
* Geocoder.us
* PostLBS
* PAGC

Target Licensing
* Preference for a liberal license to encourage adoption by maximum number of technologies both proprietary and open source

Motivation
There are plans for new/rewritten cartographic tools (map composer) for QGIS, as well as for GRASS. We suggest to develop a joint library for the various functions which could be shared across GRASS, QGIS and other projects with bindings to Qt, Python etc. The GUI part will be done within the individual software projects.

Functionality
Shared functions may include

* class breaks (various algorithms)
* histogram analysis
* color ramps
* RGB and possibly CYMK support (aka color transformations) etc.
* Algorithms for intelligent label placement -- for example, collision management based on rotated extent rectangles. Also, collision management against line and polygon and point features. Provision for prioritized set of text placement rules, first one to prevent collision wins.
* Symbology management
* map surround
* legend
* cartographic templates (ie. predefined map styles)

Programming Language
* C? C++?

Perhaps we could implement the core in C++, but provide a high level C API for applications and environments wanting to drive the library. C++ is a strong implementation language, but presenting a C API to the outside world reduces complexity calling from other languages or compiler versions and reduces "interface fragility".

* Python bindings?

There has been talk on the GMT mailing list about Python bindings to the core C API. Since GMT already has a wealth of routines for plotting directly to PS|EPS format files, this route may give developers a great head-start. There has been some work on the integration of GRASS and GMT in the past, with several user-submitted modules.

Output Formats
What output formats do we want to target. I think at the core this question comes down to whether we want to render everything to a raster format or whether we wish to preserve linework, and text in non-raster form. That is, whether output output is a raster format, or a raster+vector+text format like postscript/pdf.

If a cartographic product is the objective, I think selection of an output format like PDF makes a lot of sense, but it does make interactive composition more complicated and it is possible we have limited pdf/postscript development expertise in our developer community (the GMT developers may be of help here...).

Existing code to be recycled
There will be code in GRASS, QGIS, the Python Cartographic Library (http://zcologia.org/cartography) and other sources which could be integrated (check license compatibility). Please indicate precisely where to find the source code, license, programming language:

* Label placement code:
** Mapserver labeling code (MapServer License, C language)
** GRASS v.label.sa (GPL, C language)
* Color management:
** MapGuide, CalculateDistribution and Color (LGPL.C++)
** OpenJump ?
* Stylization:
* Postscript/PDF output:
** GRASS ps.map (Postscript output) and PS driver
** GeoFunctions: Geographic XML to PDF. Not sure what specific code, but the project leaders might have some insight.

* PNG output:
** GRASS PNG driver
** See AGG below
** Cairo Graphics Library

* Class breaks:
** GRASS different algorithms for class breaks (GPL, C)

End User Needs
* Print to small format medium (eg 8.5in x 11in, 11in x 14in)
* Interactive layout
* High quality printing
* Storage of cartographic symbolizing
* symbols library
* Seprate cartographic and geographic representation (eg changes to carto does not affect geo).
* Generalization on-the-fly, based on current scale.
* Rules based cartography stored in RDBMS (eg series 400 highways are blue with double lines)
* Multiple export formats
** Geotiff
** PNG
** PDF / GeoPDF
** Postscript (need for directly sending files to printers)
* Layout Functionality
* Text-based configuration file that applications can output to or humans can manually hack/script
* Common, interoperable data file input options

Layout Functionality
Design Modeling
Issues of layout will always be important in creating the final cartographic product. Layout templating such as that used in Natural Resources Canada's (NRCAN) Cartographic Design Specifications (http://ess.nrcan.gc.ca/pubs/carto/downloads/design_specs.pdf#page=13).

Perhaps we can learn from the desktop publishing world from the likes of the Scribus project (http://www.scribus.net/). Maybe being able to export a certain portion to scribus to handle some the major layout hurdles. A link between the cartographic library and scribus vcould allow for auto generation of some layout features and text such as changing declination, Projection info, and others.

XML and PDF
OSGEO might be able to get behind the Geo Functions project. "Geo Functions is an open-source library of XSLT-2 / XQuery functions, templates, stylesheets and classes devoted to the processing of geographic data in XML." I understand that the original purpose of the project is to produce PDF maps from XML based data.

Technologies
* AGG (sophisticated rendering of vector/text graphics to raster format - used by MapServer, MapGuide, Mapnik).
* Freetype - text management and rendering library

License
It is proposed to license the OSGeo Cartographic Library under LGPL. The license needs to be GPL compliant.
* Print to small format medium (eg 8.5in x 11in, 11in x 14in)
* Interactive layout
* High quality printing
* Storage of cartographic symbolizing
* symbols library
* Seprate cartographic and geographic representation (eg changes to carto does not affect geo)
* Rules based cartography stored in RDBMS (eg series 400 highways are blue with double lines)
* Multiple export formats
** Geotiff
** PNG
** PDF / GeoPDF
** Postscript (need for directly sending files to printers)
* Layout Functionality

Wiki-Reholl: /* Interested people */

* class breaks (various algorithms)
* histogram analysis
* color ramps
* RGB and possibly CYMK support (aka color transformations) etc.
* Algorithms for intelligent label placement
* Symbology management
* map surround
* legend
* cartographic templates (ie. predefined map styles)

Programming Language
* C? C++?

Perhaps we could implement the core in C++, but provide a high level C API for applications and environments wanting to drive the library. C++ is a strong implementation language, but presenting a C API to the outside world reduces complexity calling from other languages or compiler versions and reduces "interface fragility".

* Python bindings?

* Label placement code:
** Mapserver labeling code (MapServer License, C language)
