Andrea Giacomelli is a free-lance "civic-environmental" engineer, with a PhD in Hydrology and an MS in Environmental Engineering from Politecnico di Milano.
His core technology background comes from over twenty years of experience in [http://www.pibinko.org/production-b/gis-and-databases/ geographic information systems, environmental data management] and [http://www.pibinko.org/productiona/web-2/ web], with projects in international research and corporate settings.

In parallel to this, since 2007 he started to develop his own line of activity in communication, marketing and awareness raising, primarily related to [http://www.pibinko.org/productiona/promotion-communication-facilitation/ promotion and protection] of lesser known resources in the areas of culture, environment, and open innovation.

Most of the activities he manages in this field have a strong component of community engagement and social innovation, and he as received awards and national media visibility for his main projects. He is based in Southern Tuscany, and operates both with local communities and international networks (occasionally bridging these two dimensions).

He has been an active user of free/open source geographic software since 1994 (one of the first GRASS users in Italy, and a credited contributor to shapelib).

In 1998 he coded an extension to conver APR files to a frame-based HTML page (see apr2html), to provide minimal web publishing options, when web-GIS solutions were starting. About 8000 copies of this script were downloaded.

== About the Italian OSGeo Chapter and GFOSS.it ==
The Italian OSGeo Local Chapter has been formally accepted by the OSGeo Board of Directors on the [[Twenty Eighth Board Meeting|7th September 2007 meeting]].

The Italian OSGeo Local Chapter is based on the existing association "Associazione Italiana per l'Informazione Geografica Libera (Gfoss.it)".

[http://www.GFOSS.it GFOSS.it] has been funded by the Italian GFOSS community during the 8th GRASS e GFOSS (Palermo, 14-16 febbraio 2007) annual meeting. The Italian community includes many professional, university and governative members with long national and international experience in the field of the Geomatic and in the free and open source.

The objectives of the GFOSS.it are:
* Promote the development, the diffusion and the protection of the Free and Open Source Software for the geo-information.
* Promote the Open Standards for the geo-information and the free access to geographic data.
* Promote the contacts among developers and users within the community and among the community and external body.
* Foster and coordinate the translation, localization and internationalization of software and documentation for the geo-information.
* Promote relationships with other national and international associations, and with governative agencies and private companies.

==Italian chapter mission==
Italian Local Chapter mission is to respect [[#Guidelines|OSGeo Guidelines]] on local chapters and continue supporting all [[#Italian_community_contributions| Italian Community contributions]] to FOSS GIS community. Main goal is that of the OSGeo foundation: to encourage the use and collaborative development of community-led projects.
