Introduction
Multimap.com was awarded patents in 2000 and 2001 related to making maps on the Internet. The patent filed in 1996 claims rights to the technology described as:

:“A map of the area of a client computer (10) is requested from a map server (11). Information relating to a place of interest is requested from an information server (12) by the client computer (10). The information is superimposed or overlaid on a map image at a position on the map image corresponding to the location of the place of interest on the map. The information (or “overlay”) server (12) may contain details of, for example, hotels, restaurants, shops or the like, associated with the geographical coordinates of each location. The map server (11) contains map data, including coordinate data representing the spatial coordinates of at least one point on the area represented by the map.”

Back in March of 2002, a discussion came up on the MapServer-users list about this patent after a company was facing legal challenge from Multimap.com. Several examples of prior art were raised at the time, for the full discussion, look for the messages titled "Patent Challenge" in the mapserver-users list archives
In 2007, Multimap was bought by Microsoft, and it would seem that more recently Microsoft has started selling licenses of its patent.

About
There was recently some discussion on the main OSGeo mailing list about software standards. There was some general discussion about software standards, and also some specific discussion about the role of the OSGeo in the OGC, the primary geospatial standards body. I thought I would create a page on the wiki to hold some OSGeo members thoughts on software standards.

Please feel free to add content to the following sections. What I’m providing below is just a skeleton.

OSGeo Software Standards Mailing List
Some OSGeo members expressed interest in an OSGeo mailing list dedicated to software standards:
* The Sunburned Surveyor
* Jeroen Ticheler
* Lorenzo Becchi
* Peter Rushforth
* Your Name Here...

This list is open to discuss all kinds of Standards regardless whether they are from the W3C, ISO or more specifically focused on spatial issues like from the OGC. Subscribe to the list here:

Why Do Software Standards Succeed?
Vendor independent, open and interoperable software standards only succeed if they solve a real world problem and are supported by many software packages.

Why Do Software Standards Fail?
Do We Really Need Software Standards?
Evolution says no. Organizations say yes.
* Standards can speed up interoperability and foster dissemination of compatible software, data and information.
* Standards can also obstruct creativity and hinder innovation.

What Role Do Software Standards Have In The Development Of Open Source Geospatial Software?
Should You Have To Pay For A Copy Of A Software Standard?
What about releasing a standard under one of the Creative Commons licenses?

Should The Development Of A Software Standard Be Open? How Open?
Yes, the process should be as transparent and open as a well organized Open Source project is. This does not mean that anybody can do anything but that everybody can see everything and comment on it. A strong standard requires formal processes to be able to integrate with or become part of other standards.

Do Software Standards Have To Be Approved By A Standards Body To Be Valid?
When Does A Widely Used File Format Become A De Facto Software Standard?
What The Advantages Of Text Over Binary For Open File Formats? Is XML The Best Solution?
Suggested Standards
(This section is intended (I think?) to be a list of "standards" in the geo world that are examples of specifications that are/were not "formal" in the sense of coming under the OGC or ISO umbrella. -mpg)

Binary Open Feature Format (BOFF)
As part of my work on OpenJUMP I was interested in creating a file format that could serve as an alternative to ESRI Shapefiles. ESRI publishes the Shapefile specification, but Shapefiles have some limitations that I would like to overcome. For example, the mix big-endian and little-endian data, they use DBF files to store attribute information, they have very little built-in support for metadata, and they can’t be extended to support information like topology. Still, certain aspects of Shapefiles appealed to me. The file format is binary, which means its compact and quicker to import/export. It is also conveys relatively simple information, which has allowed it to become the de facto means of transporting geospatial information. You can learn more about my intital sketches of BOFF here.

Fast Infoset encoding of GML
This is not strictly a software standard, but rather a proposed optimization of an existing data standard.

GML allows XML-based encoding of geographic features. There are simple profiles of GML which constrain what can be used in the application schema. Since XML is a broadly and deeply adopted de facto standard for data and documents, what about basing such a (BOFF) format on GML? People will say the performance is not good enough, so what about using a binary encoding of the XML Infoset, such as the "Fast Infoset" which might help alleviate those concerns?

Tile Caching
The goal of a WMS Tile Caching proposal, perhaps WMS-C for short, is to find a way to optimize the delivery of map imagery across the Internet. The proposal needs to offer ideally some means by which map clients can fetch tiles from existing servers, in such a way that the images can be cached on the server, or at an intermediate location, or even be completely pre-generated, if desired.

Further description here.

(This needs to be clarified -- there are two things going on here, I think: WMS-C and WMS-T. One is about using WMS to request tiles, the other is about a server-in-the-middle that caches tiles. -mpg)

GeoRSS
" As RSS becomes more and more prevalent as a way to publish and share information, it becomes increasingly important that location is described in an interoperable manner so that applications can request, aggregate, share and map geographically tagged feeds."
Should we have a section for:
* Shapefile?
* WKB/WKT? (are these two formally or informally documented anywhere?)
* GeoJSON?

Motivation
There are plans for new/rewritten cartographic tools (map composer) for QGIS, as well as for GRASS. We suggest to develop a joint library for the various functions which could be shared across GRASS, QGIS and other projects with bindings to Qt, Python etc. The GUI part will be done within the individual software projects, while this project focuses on standard libraries or command line utilities.

Functionality
Shared functions may include

* class breaks (various algorithms)
* histogram analysis
* color ramps
* RGB and possibly CYMK support (aka color transformations) etc.
* Algorithms for intelligent label placement -- for example, collision management based on rotated extent rectangles. Also, collision management against line and polygon and point features. Provision for prioritized set of text placement rules, first one to prevent collision wins.
* Symbology management
* map surround
* legend
* cartographic templates (ie. predefined map styles)

Programming Language
* C? C++?

Perhaps we could implement the core in C++, but provide a high level C API for applications and environments wanting to drive the library. C++ is a strong implementation language, but presenting a C API to the outside world reduces complexity calling from other languages or compiler versions and reduces "interface fragility".

* Python bindings?

There has been talk on the GMT mailing list about Python bindings to the core C API. Since GMT already has a wealth of routines for plotting directly to PS|EPS format files, this route may give developers a great head-start. There has been some work on the integration of GRASS and GMT in the past, with several user-submitted modules.

Output Formats
What output formats do we want to target. I think at the core this question comes down to whether we want to render everything to a raster format or whether we wish to preserve linework, and text in non-raster form. That is, whether output output is a raster format, or a raster+vector+text format like postscript/pdf.

If a cartographic product is the objective, I think selection of an output format like PDF makes a lot of sense, but it does make interactive composition more complicated and it is possible we have limited pdf/postscript development expertise in our developer community (the GMT developers may be of help here...).

What about the possibility of exporting SVG and using Inkscape for cartographic styling and design? Inkscape is written in C++ and already has a wealth of vector graphics functionality. You could also consider using Scribus for map layout. I believe Scribus is also written in C++. Why implement the great functionality that already exists in open source programs?

Coming from the Web Mapping angle it will be interesting to be able to acquire OGC WMS maps with a pixel sizes < 0.28 mm (which is the current standard of ~ 72 or 90 dpi). This option has been suggested as a change request and is currently being discussed. It will allow to compose high resolution print maps also using OGC WMS.

Existing code to be recycled
There will be code in GRASS, QGIS, the Python Cartographic Library (http://zcologia.org/cartography) and other sources which could be integrated (check license compatibility). Please indicate precisely where to find the source code, license, programming language. Please keep in mind that this is underlying library, not the graphical user interface.

End User Needs
* Print to small format medium (eg 8.5in x 11in, 11in x 14in) and large format (eg 34 x 44in)
* Interactive layout
* High quality printing
* Storage of cartographic symbolizing
* symbols library
* Seprate cartographic and geographic representation (eg changes to carto does not affect geo).
* Generalization on-the-fly, based on current scale.
* Rules based cartography stored in RDBMS (eg series 400 highways are blue with double lines)
* Multiple export formats
** Geotiff
** PNG
** PDF / GeoPDF
** Postscript (need for directly sending files to printers)
** SVG
* Layout Functionality
* Text-based configuration file that applications can output to or humans can manually hack/script
* Common, interoperable data file input options

Layout Functionality
Design Modeling
Issues of layout will always be important in creating the final cartographic product. Layout templating such as that used in Natural Resources Canada's (NRCAN) Cartographic Design Specifications (http://ess.nrcan.gc.ca/pubs/carto/downloads/design_specs.pdf#page=13).

Perhaps we can learn from the desktop publishing world from the likes of the Scribus project (http://www.scribus.net/). Maybe being able to export a certain portion to scribus to handle some the major layout hurdles. A link between the cartographic library and scribus could allow for auto generation of some layout features and text such as changing declination, Projection info, and others.

XML and PDF
OSGEO might be able to get behind the Geo Functions project. "Geo Functions is an open-source library of XSLT-2 / XQuery functions, templates, stylesheets and classes devoted to the processing of geographic data in XML." I understand that the original purpose of the project is to produce PDF maps from XML based data.

Potential Components
Breaking the end goal into some components will help to recognise which area(s) there is greatest need. There seems to be at least four primary components to the proposal.

Style & Layout Configuration Standards
* Specifications for styling of features and layout of a map composition
* Could re-use existing approaches where applicable (e.g. SLD, WMC)
* Specifications to be used in map definition/configuration files

Graphical Style & Layout Editor
* To create styles interactively
* To define map layout
* Could be stand-alone
* Could be adopted as part of another application
* Saves a style/layout definition document according to above standards

Graphical Map Composition Editor
* Implemented by existing applications (e.g. GRASS, QGIS, etc.)
* Sets up pointers to data layers
* Assigns styles definitions to the layers
* Applies layout definition to maps
* Outputs a map composition configuration file

Rendering Engine
* Stand-alone application (no GUI)
* Reads standard map composition configuration file
* Reads and applies the required style/layout definition documents
* Outputs final graphics to specific files

Libraries
* Sets of libraries could be created to implement parts of the above sections
* Add more here...

Technologies
* AGG (sophisticated rendering of vector/text graphics to raster format - used by MapServer, MapGuide, Mapnik).
* Freetype - text management and rendering library
* Cairo graphics library - vector, text and raster input, various output including Postscript

License
It is proposed to license the OSGeo Cartographic Library under LGPL. The license needs to be GPL compliant.
Timetable
Tuesday September 25, 2007
This is the primary BOF time slot.
* BOF sessions are scheduled from 16:45 to 19:00
* Labs and Presentations are scheduled to end at 16:30
* There is the possibility of sponsored events starting at 19:00
Wednesday September 26, 2007
This is a 'backup' BOF time slot.
* BOF sessions are scheduled from 16:45 to 17:45
* the Dinner Reception at the Royal BC Museum starts at 18:00
* Please only use this time slot if necessary. Many people will need to leave by 17:45 in order to be at the Dinner Reception on time.

Conference Rooms available for BOF sessions
* This list of rooms is preliminary - please don't assign BOF sessions to rooms yet
* The rooms will be setup with chairs, but not tables.
* once the BOF organizer(s) have a reasonable idea of how many people will be at their BOF, cut & paste one of the available rooms from the above list into your BOF's section (please choose a room with a size suitable for your group)
* Trying to maintain continuity with the debate started in Lausanne 2006, It would be good to see what has been done during this year and what should be done next year. Which project already integrated OL, which pro/cons arised, ecc. ecc.
* It would be important too to refine the targets of the Code Sprint.
* KML support (?!?!)
* Introductions of participants, including their interest in OSGeo edu, and what they are thinking about doing over the next year
* Discussion on how to move toward a more cohesive effort for the development of educational material
* Review of OSGeo edu wiki pages and discussion of possible improvements?
* Short presentation of the OSGeo Moodle installation and brain storm on how to activate and use it's potential
* Short discussion which licenses to best use for tutorial and curriculum documents

OSGeo Geodata Committee
GeoFunctions - XSLT 2 functions for GEO using saxon
* proposed: develop a library of functions in XSLT 2 for geographic data processing
* support: GML, KML, GeoRSS, GeoJSON etc.
* implement standard functions, such as area, perimeter, length, centroid, centre-point etc.
* experiment with more complex functionality: re-projection, clip, intersection, indexing
* make maps with XSL-FO, SVG, PDF
* useful for: small amounts of data in XML format, server side
* have fun and learn

About
There was recently some discussion on the main OSGeo mailing list about software standards.

Some of the members expressed interest in an OSGeo mailing list dedicated to software standards, but nothing materialized. Add your name to the list below if you would be interested in subscribing to such a list.

| I come from the Java side of the OSGeo fence, getting my start in GeoServer, where I was lead developer for a couple years, and GeoTools, where I still serve on the PMC. My time is made possible by The Open Planning Project (TOPP), a great non-profit in New York that has been the lead supporter of GeoServer for years now. I spent the last year in Zambia on a Fulbright Scholarship, looking at the potential for open source software to help implement spatial data infrastructures in developing countries. It was a bit of a failure, but I learned a ton, and I see a lot of potential for open source in developing countries, towards truly open spatial data infrastructures. I'm back at TOPP, in a new role as VP of Strategic Development, helping to grow the organization, and figuring out how to make our geospatial stuff self sustaining. Once that's rolling, I hope to reinvest extra revenue in to figuring out and building a truly open geospatial web. And just like apache and linux are the bedrock that the World Wide Web rests on, so too do I believe that the geospatial web necessarily must be built on a foundation of OS Geo software. My continuing thoughts on all of this can be found at http://cholmes.wordpress.com
I wrote the Linux Mini-HOWTO on GRASS-GIS (which is now woefully out of date); and taught short courses in scientific (as opposed to cartographic) GIS since 1980. In 1994 I moved my teaching to the Web, developing the CyberInstitute Short-Course on GIS. Currently, I'm at UN ESCAP. Open-Source is a great capacity- building environment for software communities worldwide. In developing countries, rather than being stuck merely teaching people to cut and paste stuff within a proprietary office suite, you can be part of the full development team, customizing the software to your community's needs, helping your country to have its own software development community - and hopefully making a satisfying living in the process.
With some support from Intel, i began what later grew into the VTP. 7 years after public launch, it is now a thriving community, educational website, and suite of open-source geovisualization software, which is likely to become an official OSGeo project at some point.
| Post-doc researcher at Rutgers, working on global carbon and nutrients exports from rivers to the ocean, and very interested in pushing FOSS tools (geospatial and otherwise) and the open, community aspects surrounding them, into the Earth Sciences community. I'm doing more and more Python lately (and enjoying it), but previously have worked with Perl, C, the whole ESRI stack, Matlab, etc. In my recent, previous life, I was a lead GIS Analyst at a Washington state county; that 5-year experience strongly colored my perspective and interests. I've also worked with a small group compiling and redistributing environmental data (mostly geospatial) for Central America, where I've pushed a FOSSG stack (MapServer, GDAL, qgis). I hope to help out with the Public Geospatial Data Project, focusing on scientific datasets, developing countries, and practical implementations.
