Introduction
During the FOSS4G2010 conference in Barcelona, Spain, there will be conference rooms available for people to hold Breakout Sessions (once Birds-of-a-Feather).

Breakout Sessions sessions are unstructured timeslots where people can self organise themselves to discuss topics of interest.

This year, Breakout Sessions sessions will be held on Wednesday 8th September.

A number of rooms are available. First ones in get the rooms.

2008 INITIATIVES

TASK A. DEVELOP EDUCATIONAL MATERIAL INVENTORY AND MANAGEMENT SYSTEM. CURRENT TASKS:
# Develop a suggested tutorial creation standard for group review
## Subcommittee members: Ned Horning (American Museum of Natural History), Charlie Schweik, Alexander Stepanov, Maili Page (UMass, Amherst)
## 1/18/2008 status: Our proposal (pdf) is here: . An example of one tutorial (pdf format, 845KB) built through this process is here: . (We intend to move the license and authorship information to the top in a next version).

TASK B. BUILD OSGEO EDU CONTENT FOLLOWING THE PROPOSED STANDARD IN TASK A.
# Authors who have courses listed in the Educational_Content_Inventory page - could you consider doing this?
## If you are willing to do so - list your names here:
### Charlie Schweik, Sasha Stepanov, Maili Page: QGIS tutorials
### Others?
# Authors who have made Commitments_for_New_Material_Development - could you consider doing this?
## If you are willing to do so - list your names here:
### Charlie Schweik, Ned Horning, Maili Page: Remote Sensing tutorials
### Maria Antonia Brovelli, Markus Neteler: Exploring and interpolating fields

TASK C. DEVELOP A FREEGIS BOOK. CURRENT TASKS:
# Victor, what are the current tasks here?
## Subcommittee members: Victor Olaya (lead), Landon Blake, who else?
## Status?
## Could the book chapters be converted to the XML standard proposed above?

TASK D. DEVELOP OSGEO EDU COURSES? CURRENT TASKS:
# This was suggested by Venka, and he proposed two:
## Intro to OSGeo Desktop GIS Software and
## Introduction to OSGeo Webmapping software.
## Subcomittee chair? Any takers to lead this effort?
## Subcommittee members? Anyone?
## Additional thought: Is there any opportunity to develop some collaborations around what people have proposed to do on our Commitments_for_New_Material_Development page?

TASK E. DEVELOP A PACKAGED CD FOR UBUNTU TO LAUNCH AT FOSS4G2008 in Cape Town
# This was proposed by Gavin and involves others in OSGeo not just education group.
## Gavin's ideas: One-click installation for Linux, Windows or Mac; Integrated software stack so teachers and learners have to launch a minimal number of applications; Simplified and customised GUIs to lower the entry threshold (for teachers to teach curriculum requirements of GIS; for teachers to use GIS to teach geography and other subjects; for learners to use for hands-on work); Free, integrated global and local data package; excellent documentation; framework for local contributors to structure and contribute exercises, lessons, etc; central website for resources; possible advanced options for network deployment, more sophisticated users, 'computer studies' learners (i.e. developers), school web map services, etc.
## Subcommittee chair: Any volunteers?
## Subcommittee members: Any takers to try and organize such an effort?

TASK F. DEVELOP A MULTILANGUAGE OSGEO DICTIONARY
# This was proposed by Marcus Neteler with several others supporting the idea
# Project working page is here: OSGeo_Multilanguage_Dictionary
# Subcommittee chair: Any volunteers?
# Subcommittee members:

COMPLETED TASKS FOR 2007-08

# Establish a wiki page with an initial inventory of available educational content and commitments for new material
## Deadline: October 31, 2007;
## Outcome: Completed with 16 entries listed on the Educational_Content_Inventory page.
## Commitments_for_New_Material_Development

# Investigate, vote on, and recommend a content management system for educational modules
## Deadline: October 31, 2007.
## Outcome: Task deferred and focus on develop tutorial using Wiki/Moodle strategy. We had a series of discussions on various approaches toward this over the group email list, but really reached no consensus. I (Charlie Schweik) concluded that given we have an existing wiki and also a Moodle site established, we should try to move toward establishing a recommended digital format and structure for future tutorials and where possible we try to convert old tutorials to this format (I intend to do so with my tutorials). For this reason, I took this item off the current to-do list.
## Subcommittee members: Ben Alden; Victor Olaya; Charlie Schweik; Scott Mitchell; Venka; Maria Brovelli; Rob Braswell
## Edu Concent Management Platform Decision
## More detail: coming soon. But this task is for people to investigate various options that have been identified. These include (1) the Moodle example presented by Arnulf ; (2) the use of the wiki system (Tyler showed me some additional functionality after our BOF meeting); (3) Rice connexions ; (4) Encyclopedia of Earth; (4) lulu.com; (5) EduCommons. The group agreed that at this juncture we need to be inclusive and work with the needs of various content providers. So some material may be stored on an OSGeo platform with the capability for new derivative works, or it may just be links to external resources we are aware of. This subcommittee task is to figure out a recommended strategy within the next month (or less).
** Author(s): Venkatesh Raghavan, Shinji Masumoto, Sarawut Ninsawat, Daisuke Yoshida, Susumu Nonogaki, Add yourself
** We are working on 2008 version of our training note listed in the URL: http://wiki.osgeo.org/index.php/Educational_Content_Inventory
** We are interested in updating, improving and enhancing the Training Note and also the Mandriva 2007 or 2008 FOSS4G Toolkit CD that comes with the training note. If you are interested to join this effort please add you came and contact at venka at osgeo dot org
* Title: Tutorials for using FOSS4G tools employed in 4th year student projects, Carleton University
** Authors: Students in GEOM4008 "Advanced Topics in Geographic Information Systems"
** The students in my class are starting to work on their term projects, in which they are required to demonstrate a prototype workflow using all FOSS4G tools, and they are additionally required to develop tutorial materials which illustrate the steps required in such a workflow. To the extent that these are generally applicable, they will be released for re-use under a suitable license (e.g. CC). Alternatively/additionally, I expect at least some of these to be applicable to the above-listed project.
** Estimated data of completion: projects due December 2007, probably available online within a month after that

* Title: E-course on FOSS GIS
** Author: Moritz Lennert
** I'm planning on elaborating an e-course to accompany a four-month training course on FOSS GIS, mainly based on GRASS, but also others.
** Language: French
** Estimated date of completion: Spring 2008 (course begins April 14th, content might evolve throughout the course)
* Title: Exploring and interpolating fields
** Authors: Maria Antonia Brovelli and Markus Neteler
** Topic: Many observations are point-wise (i.e.: terrain height, temperature, humidity, pollutant concentration,...) but generally what we need is the corresponding continuous thematic maps. For instance, if we have leveling or LIDAR measurements, we could be interested, for many applications (hydrology, ecology, radio and radar propagation, geoscience, landscape planning, terrain-guided navigation systems, ...), in the corresponding land elevation field and its representation, the digital terrain model. In the theoretical part, we will teach how to explore spatial data (data distribution, global trends, spatial autocorrelation, clues for outlier presence) and how to discriminate (by means of cross-validation techniques) the best method to interpolate them to obtain the best digital model of the corresponding field. All the exercises and the examples of the course are at the moment solved with a proprietary GIS and will be also solved by means of GRASS.
** Language: English
** Estimated date of completion: summer 2008
* “OSGeo Chapter” must hold regular meetings (at least annual) and provide annual report of activities to chapter membership and OSGeo Board. OK
* “OSGeo Chapter” is encouraged develop and maintain “Directory Listing” of companies, people, universities and organizations involved with or using OSGeo projects.
* “OSGeo Chapter” must strive at networking with organizations to enlist participation and support for OSGeo.
* OSGeo reserves the right to terminate its relation with an “OSGeo Chapter” if OSGeo has reasons to believe that the activities of the “OSGeo Chapter” are contrary or detrimental to the Mission and Objectives of OSGeo.

Chapter Formation
In order to form a chapter, the following steps should be taken:
# "OSGeo Chapter" should self-organize (for instance in the OSGeo wiki, via OSGeo mailing list, etc), seeking to determine if a critical mass of interest exists to justify a chapter. - READY
# "OSGeo Chapter" should prepare a mission and objectives indicating the scope of the planned chapter (geographic or linquistic extent for instance). - READY (lang:it)
# “OSGeo Chapter” should propose an official representative to liaise with the OSGeo Board. If accepted by the board, the representative will be an officer of OSGeo. - TODO
# “OSGeo Chapter” should submit an official expression of interest to form a chapter to the OSGeo board, listing initial members, mission, representative and other supporting information. - TODO
# The OSGeo board shall then consider passing a motion forming the chapter, and designating the liason officer. - TODO

In considering the formation of new OSGeo chapters, the board will consider issues including:
* Does the mandate (geographically or linguistically) conflict with other existing chapters or chapters-in-formation? - NO
* Does the chapter appear to have sufficient interest to justify official formation? - YES
* Does the chapter appear to be open to broad membership, and representative of the target geographic or linguistic community? (eg. if a chapter had the objective to cover all Spanish speakers, it would be inappropriate if the only interest demonstrated was from one country) - YES
