&lt;div&gt;This is a proposed list of guidelines for OSGeo committees on effective operation ''OSGeo style''. It is a rewriting of the [[Committee Chair Guidelines]]&lt;br /&gt;

== How your OSGeo Committee Works ==&lt;br /&gt;
&lt;br /&gt;
* While input from all is welcome, a committee is an official body of the foundation, and should keep good track of it's own voting members.  Committee members can be added to and removed from the committee by motion in a duely established meeting.&lt;br /&gt;
&lt;br /&gt;
* By and large OSGeo committees should be operated on a consensus basis.  If a committee member is strenuously objecting to something, all reasonable efforts should be made to hear their objections, and adapt policy in some commonly acceptable way.  If that proves not to be possible a motion can be passed by a majority of the committee assembled for a duely announced meeting.   If voting is close enough that it is hard to know whether something has passed then consensus has not been achieved.&lt;br /&gt;
  &lt;br /&gt;
* Generally speaking folks with skills and interest should be welcomed to join a committee.  A large committee that isn't having problems reaching consensus is generally a good thing, especially if all or most members are actually contributing to the work of the committee and the &amp;quot;cost&amp;quot; of inactive members is not high.&lt;br /&gt;
&lt;br /&gt;
* Anyone can become a committee member.  Voting members of OSGeo have no special status at the committee level, and any qualified member of the community is encouraged to participate in committees.&lt;br /&gt;
&lt;br /&gt;
* A committee's chair is technically assigned by the board of directors.  &lt;br /&gt;
&lt;br /&gt;
* If a chair is resigning, or if the committee would like to select a new chair, a motion on the topic should be fielded at a committee meeting and the result forwarded to the board for approval; this should be a formality. There should be no harm in the new chair acting as chair till this is finalized. &lt;br /&gt;
&lt;br /&gt;
* In theory, each committee is subject to the board, which can direct it by an official motion. This might be to alter policy, mandate, membership, chairmanship, or the existence of the committee.  Individual board members cannot direct a committee.&lt;br /&gt;
&lt;br /&gt;
== Decision Making ==&lt;br /&gt;
&lt;br /&gt;
When voting it is traditional to indicate support as &amp;quot;+1&amp;quot;, a veto as &amp;quot;-1&amp;quot;, weak support as &amp;quot;+0&amp;quot;, and weak lack of support as &amp;quot;-0&amp;quot;.  If a motion isn't getting +1's from the majority of those present and voting perhaps it requires further discussion. &lt;br /&gt;
&lt;br /&gt;
Chairs run meetings and should exercise some discretion in soliciting motions, when to declare the motion passed or whether to defer a controversial motion for further discussion and a vote at a later meeting (if it is felt that important parties are missing from the discussion).&lt;br /&gt;
&lt;br /&gt;
Motions may also be made by email on the primary email list of the committee.   As long as the motions collect at least two +1's, and no -1 vetos over a period of two business days, they will be considered passed, subject to the judgement of the chair (who might choose to defer a motion to a meeting for instance).  Some committees may chose to only rarely &amp;quot;meet&amp;quot;, instead handling most committee business by email. &lt;br /&gt;
&lt;br /&gt;
== Guidelines for Committee Chairs ==&lt;br /&gt;
&lt;br /&gt;
* Make sure your committee subdomain (ie. incubator.osgeo.org) has a bit of content indicating the mission of the committee, the members and pointers to other documents. &lt;br /&gt;
* Blow away all unneeded mailing lists (commits and issues are used by svn and the issue manager, so should not be removed).  There should be at least one committee email list where all members (and any other interested parties) can be subscribed.&lt;br /&gt;
* Meetings should generally be via IRC, and announced well in advance by email on the committee mailing list.  Use the World Clock like [http://timeanddate.com/worldclock/fixedtime.html?year=2006&amp;amp;hour=16&amp;amp;min=0&amp;amp;sec=0 1600 UTC] to indicate time in all time zones (be sure to select the correct date so that day-light savings time is taken into account). &lt;br /&gt;
* Recurring meeting times are desirable, and should be noted in the [[Foundation Calendar]].&lt;br /&gt;
* Meetings should have an agenda prepared ahead of time, usually in the wiki.&lt;br /&gt;
* Generally speaking, any interested parties should be welcomed to join committee mailing lists, speak, and join IRC meetings.  In IRC meetings the Chair will sometimes need to exert influence to keep discussions on topic and meetings progressing.  Off-topic discussions can be directed back to the mailing list.&lt;br /&gt;
* For non-trivial matters it is encouraged that official motions of the committee be well formed and clear.  For complex policies, they ought to be written up in advance of a meeting so the committee members have an opportunity to review them in advance.  &lt;br /&gt;
* Know your committee's mandate.  Generally a committee is formed by a motion of the board of directors, and that motion will include details on the responsibilities and role of the committee.&lt;/div&gt;</summary>

| I come from the Java side of the OSGeo fence, getting my start in GeoServer, where I was lead developer for a couple years, and GeoTools, where I still serve on the PMC.  My time is made possible by [http://topp.openplans.org The Open Planning Project (TOPP)], a great non-profit in New York that has been the lead supporter of GeoServer for years now.  I spent the last year in Zambia on a Fulbright Scholarship, looking at the potential for open source software to help implement spatial data infrastructures in developing countries.  It was a bit of a failure, but I learned a ton, and I see a lot of potential for open source in developing countries, towards truly open spatial data infrastructures.  I'm back at TOPP, in a new role as VP of Strategic Development, helping to grow the organization, and figuring out how to make our geospatial stuff self sustaining.  Once that's rolling, I hope to reinvest extra revenue in to figuring out and building a truly open geospatial web.  And just like apache and linux are the bedrock that the World Wide Web rests on, so too do I believe that the geospatial web necessarily must be built on a foundation of OS Geo software. These steps have been chosen with great deliberation and evaluated as we run new projects through the process. The actual processes, content, and organization of the OS project is less important in this process as the actual execution and verification that these things are done. Projects should document how they manage themselves&lt;br /&gt;
&lt;br /&gt;

The purpose of the Project Submission Process is to ensure that the procedure for getting new projects into the Incubation Process is well defined.  This process is to be used for all new projects wishing to enter into OSGeo.&lt;br /&gt;

# Project already has a substantial user community.&lt;br /&gt;
# Project already has a substantial developer community.&lt;br /&gt;
# Project members are aware of, and implements support for, relevant standards (ie. OGC, etc).&lt;br /&gt;
# Project has linkages with existing foundation projects.&lt;br /&gt;
# Project fills a gap related to software that the foundation supports.&lt;br /&gt;
# Project is prepared to develop in an open and collaborative fashion.&lt;br /&gt;
# Project has contributions and interest from more than just one company/organization.&lt;br /&gt;
# Project is willing to migrate some or all of its infrastructure (code repository, web site, wiki, mailing list, etc) to foundation support infrastructure, and to adopt a website style consistent with the foundation.&lt;br /&gt;

== New Project Proposals To Be Considered By The Incubation Committee ==&lt;br /&gt;
&lt;br /&gt;
Not all projects are mature. It is understood that it takes time for a project to be created and become viable, but that a community like OSGeo.org and its hosting software would benefit the project. However, the foundation and the community want to make sure that the project is well conceived, properly supported, and worthy of the foundation's resources, and volunteer's time. The following should also be desirable when presenting a new project:&lt;br /&gt;
&lt;br /&gt;
# A detailed proposal of what is to be built and why it applies to the OSGeo foundation.&lt;br /&gt;
# The person making the proposal is fully capable of developing the software or has a team that is capable of producing the software. &lt;br /&gt;
# The project proposal includes a scope of work that defines what is to be built. The scope should include requirements and at least minimal design elements so that reviewers understand what is to be built.&lt;br /&gt;
# Mockups (if applicable) and/or prototypes of the software to be built (desirable, but not necessary).&lt;br /&gt;
# A list of other software that members of the team have worked on.&lt;br /&gt;

MINUTES OF A MEETING OF THE BOARD OF DIRECTORS OF THE OPEN SOURCE GEOSPATIAL FOUNDATION A Delaware non-stock corporation &lt;br /&gt;
&lt;br /&gt;
On April 28, 2006, at 8:00 am Pacific time, pursuant to notice duly given, the Board of Directors (the &amp;quot;Board&amp;quot;) of the Open Source Geospatial Foundation (the &amp;quot;Foundation&amp;quot; or &amp;quot;OSGeo&amp;quot;) held a meeting by teleconference. &lt;br /&gt;
&lt;br /&gt;
Present at the meeting were the following members of the Board: Arnulf Christl, Chris Holmes, Dave McIllhagga, Markus Neteler, Frank Warmerdam, Mark Lucas, Jo Walsh and Gary Lang. The following director was absent at the commencement of the meeting, Venkatesh Raghavan. Also present at the request of the Board were Daniel Brookshier, VP Website Committee, and Jennifer Daehler, representing legal counsel and secretary to the Foundation, Rich Steele. All participants indicated that they could hear one another. Additionally, Internet Relay Chat was used for backup purposes (#osgeo on irc.freenode.net). Mr. McIllhagga was appointed chairperson of the meeting. Finding a quorum present, Mr. McIllhagga called the meeting to order. Laura Rivera was appointed secretary of the meeting. &lt;br /&gt;

The Board first approved by general consent the minutes of the meeting held on April 21, 2006. &lt;br /&gt;
&lt;br /&gt;
DISCUSS AND ADOPT COMMITTEE CHAIR GUIDELINES&lt;br /&gt;
&lt;br /&gt;
The Board discussed adopting the Committee Guidelines written by legal counsel, Rich Steele.  Several members were unclear about a two points regarding responsibilities of an officer, legal implications, a chair needing to be an officer, etc.  Mr. Warmerdam suggested no formal decision be made until we clarified with Rich Steele.  It was decided to withdraw these 2 points from the document and post as is.&lt;br /&gt;
&lt;br /&gt;
DISCUSS APPEARANCE AT WHERE 2.0&lt;br /&gt;
&lt;br /&gt;
Chris Holmes met with Nathan Torkington who informed him that Where 2.0 would be offering a 15 minute spot to plug the OSGeo Foundation. In addition, Mr. Lang volunteered Autodesk’s Diamond sponsorship to be used for OSGeo which includes a 30 minute keynote and booth.&lt;br /&gt;

REQUEST FROM HUMANINET&lt;br /&gt;
&lt;br /&gt;
The Board next discussed the possibility of providing support for Humaninet.  &lt;br /&gt;

The Board next discussed the status of the date and place for a face to face OSGEO meeting.  It was decided that a proposal be made by this time next week along with agenda items.&lt;br /&gt;

* Multiple project support - Eases the management of the many projects we host here. &lt;br /&gt;
* Integrated subversion, issue management, web space, email, and other tools&lt;br /&gt;
* Role-based security - Enables projects to isolate who can do what with code and tools&lt;br /&gt;
* Backed by many open source tools (some commissioned by CollabNet)&lt;br /&gt;

 Note: Although CollabNet uses these and other open source products, they are integrated into a proprietary  system that enable them to provide multi-project support and management. That boils down to a simpler platform that is meant for end users collaborating on code rather than a site administrator.&lt;br /&gt;

The system allows users to request roles in projects. The project owner gets these requests via email and a link to the approval page. All of the roles available for requesting via the interface are read only roles for the repository. &lt;br /&gt;

All of the roles available for requesting via the interface are read only roles for the repository. They can submit a file in docs &amp;amp; files, join email lists, and the forum if there is one enabled in the project. By joining a project, the user also gets announcements in their home page and a link to the project that they belong to.&lt;br /&gt;

Even though these are just read only roles, the requests have to be approved by the project owner. Normally this was because we allowed all roles to be requested. But allowing people to request these roles via the interface caused a lot of confusion. Now other roles with write capability must be assigned by the project owner.&lt;br /&gt;

The primary difference between OS and commercial software is that in OS, we can all see the code and in some cases see the process of code creation. &lt;br /&gt;
&lt;br /&gt;
The key to success for software is elusive. There is no silver bullet. However, we can say that there are a few things that can contribute to success:&lt;br /&gt;
 &lt;br /&gt;
* Some type of leadership and/or decision process&lt;br /&gt;
* A process for changes to the code&lt;br /&gt;
* Documentation (design and end-user docs)&lt;br /&gt;
&lt;br /&gt;
Software is useless without end-users, so we want to ensure that the project targets the end-user. This also helps by reducing the time that the project developers have to spend on support. Here are a few things important to end-users:&lt;br /&gt;
&lt;br /&gt;
* End-user documentation&lt;br /&gt;
* user email lists for supporting user questions&lt;br /&gt;
* Issue Management (on OSGeo we user Project Tracker)&lt;br /&gt;
* Home page and content (including documentation)&lt;br /&gt;
* Simple to use downloads with automated installation &lt;br /&gt;
&lt;br /&gt;
The OSGeo Foundation has a few things that need to be done:&lt;br /&gt;
&lt;br /&gt;
* Intellectual Property verification of ownership and choice of OS license&lt;br /&gt;
* Contact with owners of the project&lt;br /&gt;
* A review of the merits of the project and if it is worthy of hosting at OSGeo.org&lt;br /&gt;
* Ensuring that the project is healthy&lt;br /&gt;
&lt;br /&gt;
Back to the subject of Incubation. Incubation is aimed at getting the above items to be done in some manner. The actual processes, content, and organization of the OS project is less important in this process as the actual execution and verification that these things are done. Incubation is meant to ensure that this stuff gets done.&lt;/div&gt;</summary>

Open Source (OS) is often associated with anarchy or certain rights to do as you please. The primary difference between OS and commercial software is that in OS, we can all see the code and in some cases see the process of code creation. &lt;br /&gt;

The key to success for software is elusive. There is no silver bullet. However, we can say that there are a few things that can contribute to success:&lt;br /&gt;

 * Some type of leadership and/or decision process&lt;br /&gt;
 * A process for changes to the code&lt;br /&gt;
 * Documentation (design and end-user docs)&lt;br /&gt;

In addition, software is useless without end-users, so we want to ensure that the project targets the end-user. This also helps by reducing the time that the project developers have to spend on support. Here are a few things important to end-users:&lt;br /&gt;

A: Simple answer, total security integrity. Here is the longer answer: &lt;br /&gt;
&lt;br /&gt;
This is part of the security model. Simply there are private projects and other areas that need to be secured. The simplest explanation is that because of the software, there is no clear demarcation between secure and non-secure projects or parts of projects. This is further complicated by the role a user has that secures parts of the site and even parts of a project from a user with a role. So, it depends on your role of what you see, but by keeping the entire system locked up with https, no one can see what you are looking at. Turning on and off https would be tricky and harder to ensure it was secure. &lt;br /&gt;
&lt;br /&gt;
The security model is not something you just turn on/off. Total security integrity is the key here. The sacrifice of https overhead is minor compared to the integrity. If you can turn it off for part of the site, you can also make the mistake of turning it off in the wrong place. Ask any security expert and they will say secure it all (and then unplug it from the internet).  &lt;br /&gt;
&lt;br /&gt;
The fact that you can see the site at all is a special case for this publicly accessible site. There is a default 'guest' id that has specific permissions. When you hit the site without logging it, you get logged in as guest and off you go.&lt;br /&gt;
&lt;br /&gt;

Besides control of the site features, you might ask, what needs such bullet proof security? Well this is not national defense, but the software is built to do that and is used by big corporations and government for highly secure projects. CollabNet keeps its costs down by using the same software for open source communities like OSGeo and OpenOffice as they do for the department of defense and companies like HP. Because we have to go through rigorous audits, the software as a system is deployed only one way to ensure it maintains integrity.&lt;br /&gt;

The system allows users to request roles in projects. The project owner gets these requests via email and a link to the approval page. All of the roles available for requesting via the interface are read only roles for the repository. &lt;br /&gt;

All of the roles available for requesting via the interface are read only roles for the repository. They can submit a file in docs &amp;amp; files, join email lists, and the forum if there is one enabled in the project. By joining a project, the user also gets announcements in their home page and a link to the project that they belong to.&lt;br /&gt;
&lt;br /&gt;
Even though these are just read only roles, the requests have to be approved by the project owner. Normally this was because we allowed all roles to be requested. But allowing people to request these roles via the interface caused a lot of confusion. Now other roles with write capability must be assigned by the project owner.&lt;br /&gt;
&lt;br /&gt;
Roles thus should be approved when you get them as they really have no affect other than the user showing interest in a project. There should be info on you project page that shows what the process is for becoming a project committer or other role.  &lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
