DRAFT
Call for venue
FOSS4G-Europe conference committee invites all interested groups from Europe to Call for venue

The proposals shall be submitted by 2024-09-01 to Conference-europe mailing list.

Selection process
Background
FOSS4G-Europe conference is an international symposium, where people meet to discuss and present latest development in the open source software for geospatial.

The conference is usually held in the beginning of summer. The overall schedule is not formalized, and is up for the organizers to decide. Usually it includes day(s) for workshops, spoken word presentations and OSGeo Community sprint. And don't forget social/networking events. Although FOSS4G conferences are dev/user confs, they are also a place for meeting old friends and making new ones - they are our community festival. They are the time for us all to get together and celebrate the things we have achieved and discuss how we should move onward.

Historically the number of attendants at FOSS4G-Europe has been around 200-300 people (or less) with the exception of Conference-Europe_2015-Como with 400 participants. The last FOSS4G-Europe-2024 in Tartu, Estonia, there were almost 450 in-person attendees and about 100 attendees remained on the waiting list(!). All tickets were sold out 1 day before the end of Early Bird deadline. Capacity planning is very important and if possible you should be ready to accommodate changes as they become apparent.

As a regional conference FOSS4G-Europe should create excellent opportunities for participating for those who have never been to a FOSS4G before. Please keep this in mind during budgeting and coming up with ticket prices. The last FOSS4G-Europe-2024 had roughly 50% of first-time attendees, and about 1/3 of the whole crowd was from the hosting country.

Before submitting a proposal, read the FOSS4G_Manifesto#FOSS4G_Europe_Manifesto

How to submit proposal
Prepare the document answering following questions:

* Where the conference should happen - country, city, venue
* Who do you partner with
* Dates
* How can you accommodate 500+ participants
* What are the traveling connections from Europe
* What are the accommodation possibilities
* What do you expect, FOSS4G-Europe conference will bring to your region

Link the document in the end of this page and send a notification to the FOSS4G-Europe mailing list

Proposal deadline: 2024-09-01

Additional information for the propsal
* Expect around 400-500 attendees. So far, the number has been between 100+ at FOSS4G-CEE in Prague (2012) to ~450 in Tartu (2024). We do not set any upper limit to attendees number - this lies solely with the LOC.
* Regardless of the expected number of attendees, capacity planning is very important and if possible you should be ready to accommodate changes as they become apparent.
* The growing number of participants is not the main goal of the event. We rather prefer modest costs for attendees, therefore co-organising the event with universities might be a good way, how to keep the costs lower.
* Cooperation with universities of course implies careful selection of conference date, which is usually, but not necessary, in the holiday season.
* At the same time keep in mind the typical vacation times in Europe which differ from North to South.
* Although the mobile data roaming policy in the Europe Union has changed, we still advise you to make sure, that the venue is covered with stable and relayable WIFI connectivity. This is especially the case when the venue is not situated in a EU member state. Consider also, that significant portion of participants are coming from non-EU countries.
* The communication language of the conference is English
* FOSS4G-Europe is usually 3 days conference, with ~4-5 parallel sessions, each talk slot arranged for 30 minutes (including discussions, and time for exchanging rooms) or 5-minute lightning talks.
* Please consider also, that workshops are part of the conference, you shall organize rooms. It is fine to expect participants to use their own laptops. The workshops can provide both 4-hours and 8-hours slots.
* You should provide also several rooms during the conference, for BoF (Birds-of-a-Feather) meetings
* Community Sprint events are part of the conference - it is preferred, if you could arrange rooms at least after or before the conference itself (about 1-2 days). If you could cover both time frames, it would be appreciated.
* Please, refer FOSS4G-Europe Manifesto for further details
* There also is FOSS4G Handbook you might find useful
* We believe, students are our future - please take significant discount for students into your budget proposal
* What are your COVID-19 safety plans? What will you do if travel is significantly restricted in 2025? What is your financial strategy to make the event sustainable in this complex situation?

Position of the Local organisation committee to OSGeo and Conference committee Europe
* The FOSS4G-Europe Conference committee will, after the selection process, "kindly ask" the best venue offer, to host FOSS4G-Europe on behalf of OSGeo-European chapter (in formation)
* There is possibility to negotiate with OSGeo.org for the seeding money for necessary spending. This comes under the condition that the LOC will guarantee at least balanced budget during the final books. The seeding money shall be negotiated with OSGeo Board of directors.
* Program committee shall be delegated from nominees from LOC as well as OSGeo on mutual understanding manner. The best would be to have a mix of OSGeo representatives with a previous FOSS4G Program Committee experience and LOC members co-chairing the committees.
* The LOC can count for the help of the OSGeo Conference Resources group https://wiki.osgeo.org/wiki/Conference_Resources

Note on Seeding money
* OSGeo Conference Committee along with OSGeo Board can provide LOC with seeding money necessary for the start
* LOC needs to guarantee, that after final books closing, the seeding money will be returned back to OSGeo
* It is fair to ask for the seeding money and we encourage LOC to do so - with proper reasoning and proposed budget. But the final decision lies solely at the Board.
Welcome to the wiki page of the Europe OSGeo Chapter.
Note: This is not the first time work has been done to create an OSGeo Europe Chapter. In fact, a legal entity was established in Belgium in 2017 and was closed in 2023. See the Europe archive for everything related to that.

ToDo list
* Decide about the legal structure (Initial talks at BOF FOSS4G Tartu 2024)
* Write and publish the Bylaws (Action: retrieve the documents from the previous EU Chapter)
* Create activity calendar
* Set up priorities and goals

Introduction
FOSS4G Europe conferences are becoming more popular every year. Europe faces specific legal challenges, such as the current Cyber Resilience Act, that have an impact on OSGeo projects, contributors and businesses in Europe. European institutions are interested in sponsoring OSGeo Europe, for which they need a legal and representative entity. OSGeo is registered in the USA, and can therefor not always easily support these challenges.

Community Sprint
FOSS4G Europe 2024 is happy to host the OSGeo community sprint.

Participation is free of charge and anyone involved or interested in getting involved in OSGeo community projects is welcome.

You can choose to contribute to one or more projects. The sky is the limit. There’s always plenty to do – and it’s not all about programming. Translation, documentation, feedback, discussions, and testing are very important for projects! Conference registration is not a prerequisite for participation in the community sprint.

When
The community sprint will be held on Saturday and Sunday, 6-7 July. The rooms will be accessible between 9:00-19:00

Where
The community sprint will be hosted at the conference venue, University of Tartu Department of Geography, located at Vanemuise 46, Tartu

Registered Attendees
The community sprint is free of charge but we kindly ask you to write down your name as it helps us with better planning for food and other resources.

How to organize a BOF
Introduction
Birds of a Feather (BoF) sessions are unstructured timeslots where people can self-organise themselves to discuss topics of interest.

General Information
At the FOSS4G-Europe-2024 conference in Tartu, a number of spaces have been reserved for people to flock together in Birds of a Feather sessions.

How to organize a BOF
BoF sessions are informal gatherings of people around a specific topic. BoF's can be held in BoF rooms at specified timeslots or taken off-site for breakfast, lunch, or dinner!

The FOSS4G Europe conference provides the BoF rooms in the main venue building Vanemuise 46, but the setup of the bird-of-feather meetup is done informally using this wiki by you yourself.
