The OSGeo Community Sprint 2023 will be hosted by the Big Data from Space 2023 (BiDS) event.

BiDS brings together key actors from industry, academia, EU entities and government to reveal user needs, exchange ideas and showcase latest technical solutions and applications touching all aspects of space and big data technologies, providing a unique opportunity to discuss and present the most recent innovations and challenges encountered in the context of big data from space. The 2023 edition of BiDS will focus not only technologies enabling insight and foresight inferable from big data from space. Together, we want to emphasize how breakthrough space data driven technologies impact on society’s grand challenges, such as climate change and the green transition.

The event, organized by the [https://www.esa.int/ European Space Agency] (ESA) together with the [https://www.satcen.europa.eu/ European Union Satellite Center] (SatCen) and the [https://commission.europa.eu/about-european-commission/departments-and-executive-agencies/joint-research-centre_en Joint Research Center] (JRC), will take place at the [https://www.acv.at/en/ Austria Center Vienna], and counts with the support of the partners [https://www.ffg.at/en FFG], [https://austria-in-space.at/en/ Austria in Space] and the [https://www.bmk.gv.at/en.html Federal Ministry Republic of Austria].

* The Austria Center Vienna will be the host of BIDS '23.
* As Austria's largest conference center, it opened in 1987 and has 19 halls, 180 meeting rooms, and 26,000 square meters of exhibition and networking space with a capacity of up to 22,800 guests.

The Open Source Geospatial Foundation (OSGeo) has a long tradition of organizing code sprints for developers of Open Source GIS software.

An international community/code sprint for OSGeo will take place Nov 6-9, 2023.

We expect about 80 developers from all over the world to come from various [https://www.osgeo.org/, OSGeo] projects. Whether desktop application, geospatial library, metadata catalog or web mapping: be sure to find products in the list that you use. The sprint is also an opportunity for your developers to meet with the core developers of the projects, get a deeper insight into the software and participate in the development.

This years' sprint will take place in Vienna and will be hosted by [https://www.bigdatafromspace2023.org/, Big Data From Space '23] and organized by members of the local OSGeo chapter.

In addition to the costs of providing the technical infrastructure and space, food and drink for the developers represents the main cost. Morning/afternoon meals and drinks during the day are planned. In addition, we hope to provide several evening meals and social events.

Mr. SARR Khalifa Ababacar was born on September 5, 1976 in Pire Gourèye, a rural town located in the department of Tivaouane (region of Thiès). My village of origin is Ndiffife which constitutes one of the human settlements of the Arrondissement of Pambal, localizable to 2.5 km to the West of Pire Gourèye. This village was founded in the 1850s by the ancestor Tafsir Moussé SARR, a wise scholar of Islam and great Moukhadam of Seydil Hadji Malick SY (RTA) of Tivaouane.

Khalifa A. SARR made his debut at the elementary elementary school of Pire Gourèye between 1983 and 1985. After two years of study (CI and CP) in this knowledge center, primary school Khaly Amar FALL of the Diacksao road, Given the difficulties of access and supervision in studies well known in Pire, his father El Hadji Bara decided to transfer him to Ngaye Méckhé, an urban commune adjoining Pire Gourèye on his way to Saint-Louis. Arrived at his Serigne, homonym and son-in-law Marabout Khalifa DIAGNE, Grand Master Koran at Ngaye DIAGNE, Mbaye SARR not only integrated the class of CE1 in elementary elementary school of Meckhe 3 in 1985, but he also allied Koranic training under good control.

In 1990, the student SARR obtains his ticket for the CEM Sheikh Mourath NDAO of Meckhe by obtaining the Primary Certificate and the entry in sixth. Four years later, he obtained the BFEM (Patent of End of Middle Study) from the first round of the 1994 session of the exams and competitions of the Middle. He was sent to the Lycee de Tivaouane, but his father, Sergeant-Chef El Hadji Malick SARR, drew him to Dakar. Thus arrived late in Dakar and seen the difficulties of admission in Second in the public lycées especially, recourse was made to the private high school Yalla-Suur-En of the Sicap Karack.

It was only at the beginning of the 1995-1996 academic year that SARR Ababacar Khalifa obtained an admission ticket for the mixed school Maurice Delafosse. He was admitted to the Baccalaureate from the first round of the Advanced Session of September 1997 with the long strike which was known and which will have strongly marked the collective conscience of the Senegalese school.

On October 17, 1997, the new bachelor arrives at the university Gaston BERGER (www.ugb.sn) of Saint-Louis of Senegal. In the same way, it was the section of Geography of the UFR (Unit of Formation and Research) of Letters and Human Sciences which welcomed it. Consequently, the academic year 1997-1998 also suffered severe disruptions resulting in a single session: that of October 1998 which would have allowed us to enter the second year of Geography. The applicant SARR had the DEUG (Diploma of General University Studies) in 2000, the License (option: Development of the Territory) in 2001 and the Master's Degree in 2004.

After his second cycle, Mr SARR completed a pre-employment training course before becoming an assistant in the field of Geographic Information Systems (GIS) at the level of the Tools and Strategies Unit of the Non-Governmental Organization AQUADEV West Africa (Www.aquadev.org), office of Louga. He will have spent almost 15 months as a service provider in this structure before joining the African School of the Regional Center for Training in Aerospace Surveys (RECTAS: www.rectas.org) in Nigeria. This institution was created in 1972. It has always welcomed West African students and especially Senegalese students. It is a pan-African scientific component of 8 ECOWAS states including Mali, Senegal, Benin, Ghana, Nigeria, Niger, Burkina Faso and Cameroon. This is where, Mr SARR obtained his Diploma of Specialized Higher Education (DESS) in geomatics, option GIS with the mention BIEN in August 2007.

Since the beginning of September, SARR Khalifa Ababacar has returned to Senegal and still intends to work in the field of national development.

The geomatician expert SARR worked in the firm iDev-IC ex-SENAGROSOL Consult (www.senagrosol.com) in a project entitled "Identification and mapping of zones at risk of Senegal" from December 2008 to December 2009.

In January 2010, he joined MANOBI-Senegal, which is a pan-African GSM & GPS operator who has worked on many projects such as Mexico, Honduras, Cote d'Ivoire, etc. But also at the national level with the census of the billboards of the City council of Dakar for the tax base of the evaluation of the taxation. In December 2010, he left MANOBI after 11 months of taking charge of the Geomatics Operations Station of the structure.

As a consultant in the field of consultancy in 2011, I had to work with a lot of programs and offices: Project of support to the Rural Communes of the Valley of the Senegal River (PACR-VFS), Group of Engineering and Consulting GIC), Africa Emergence Conseils (AEC), Strategies and Leadership Group (GSL), etc.

The OSGeo Foundation is made up of a number of committees, projects and local chapters. This section gathers up information these groups have requested from OSGeo projects. These expectations are not mandatory requirements before graduation, but a project should be prepared to address them in order to be considered a good OSGeo citizen.

== Board ==

The OSGeo [[Board]] holds ultimate responsibility for all OSGeo activities. The Board requests:

== Incubator ==

The OSGeo incubation process takes place in three stages:

This year, once again, we are following the old tradition of hosting a code sprint right after [http://2017.foss4g.org FOSS4G 2017].
The code sprint will be held Saturday August 19th, 2017 at District Hall (http://www.districthallboston.org/).

Participation in the code sprint is free of charge and all folks currently involved or interested in getting involved in OSGeo community projects are welcome.

This is open to all who wish to participate in one or more projects. There’s always plenty to do – it’s not all about programming. Translation, documentation, feedback, discussions, and testing are also very important for projects! Registration with the conference is not a prerequisite for participation in code sprint.

Getting the most of a code sprint takes a lot of prep. Please use this area to decide on a topic, sort out a plan of attack.

== Code Sprint ==

Venue: Boston, Massachusetts, United States

This year, once again, we are following the old tradition of hosting a code sprint right after [http://2017.foss4g.org FOSS4G 2017].
The code sprint will be held Saturday August 19th, 2017 at District Hall (http://www.districthallboston.org/).

Participation in the code sprint is free of charge and all folks currently involved or interested in getting involved in OSGeo community projects are welcome.

This is open to all who wish to participate in one or more projects. There’s always plenty to do – it’s not all about programming. Translation, documentation, feedback, discussions, and testing are also very important for projects! Registration with the conference is not a prerequisite for participation in code sprint.

If you plan to attend, please signup in the table below so we have ample time for planning of snacks and drinks!

Getting the most of a code sprint takes a lot of prep. Please use this area to decide on a topic, sort out a plan of attack.

Please keep in mind that the FOSS4G conference is an outreach event. Some of the "new" volunteers are learning about open source for the first time, consider listing some activities (and perhaps having a mentor on hand to facilitate).

== Code Sprint ==

We are following the old tradition of hosting a codesprint on the FOSS4G (https://europe.foss4g.org/2017/Code_Sprint). More precisely, we offer a setting so that individual projects can meet for their codesprint. Since projects benefit from each other as well, the codesprint will naturally be held conjointly at one place.

During the next FOSS4G Europe there will be space and time for you to
improve your favorite Open Source project. More precisely, we offer a room for the entire
conference period where individual projects can meet for their codesprints.
Since projects benefit from working with each other as well, there will be also a
dedicated day for the codesprint, Saturday 22 July 2017, the last
day of the conference.

This is open to all who wish to participate in one or more projects.
There’s always plenty to do – it’s not all about programming.
Translation, documentation, feedback, discussions, testing – all this is
also important for projects so everyone is cordially invited to attend
the codesprints! Registration with the conference is not a prerequisite
for participation in the codesprint, the codesprint is *free of charge*.

== Code Sprint ==

We are following the old tradition of hosting a codesprint on the FOSS4G. More precisely, we offer a setting so that individual projects can meet for their codesprint. Since projects benefit from each other as well, the codesprint will naturally be held conjointly at one place.

During the next FOSS4G Europe there will be space and time for you to
improve your favorite Open Source project. More precisely, we offer a room for the entire
conference period where individual projects can meet for their codesprints.
Since projects benefit from working with each other as well, there will be also a
dedicated day for the codesprint, Saturday 22 July 2017, the last
day of the conference.

This is open to all who wish to participate in one or more projects.
There’s always plenty to do – it’s not all about programming.
Translation, documentation, feedback, discussions, testing – all this is
also important for projects so everyone is cordially invited to attend
the codesprints! Registration with the conference is not a prerequisite
for participation in the codesprint, the codesprint is *free of charge*.

If you are interested to participate, please add you project/name in
this wiki page.

Please be sure to avoid huge on-site downloads of data, as this
could impact the work of others. Thank you!

== A Mentor's Responsibilities ==

Being a mentor can take anywhere from 2-10 hours a week of your time depending on the student (it really ''is'' in your best interest to take on the strongest students you can find). You must have the time to be responsive and an advocate for the student. No matter how cool the project is and how much your team needs the job done, if you can't commit to supporting it, experience shows that the best thing to do is not start it, i.e. even with the best of intentions don't set a student up to fail. Long story short, student projects simply can't go ahead without proper mentoring support.

Every student project will also have a '''backup mentor''', this person should come from your dev community and should at minimum keep up to date with the student's weekly developments. ''' Both mentors need to appoint themselves officially'''. The best way is if the student is well integrated into your development team from the start, it lessens the workload on you and betters the buy-in from the rest of the community once you're ready for the final code merge.

You '''must''' be available at some time during the '''evaluation periods'''. If you will be away during these time periods please arrange with the OSGeo org admins and your backup mentor so that one of us can fill in your answers for you. These are hard cutoffs -- evaluations ''must'' be filed within these dates. There are '''3 evaluation periods''' this year where mentors are required to complete an evaluation of their student. After the first 4 weeks of coding, after 8 weeks of coding and then at the end (after 12 weeks of coding). The evaluation forms are shorter than previous years so they should take less time to complete.

== A Mentor's Responsibilities ==

Being a mentor can take anywhere from 2-10 hours a week of your time depending on the student (it really ''is'' in your best interest to take on the strongest students you can find). You must have the time to be responsive and an advocate for the student. No matter how cool the project is and how much your team needs the job done, if you can't commit to supporting it, experience shows that the best thing to do is not start it, i.e. even with the best of intentions don't set a student up to fail. Long story short, student projects simply can't go ahead without proper mentoring support.

Every student project will also have a '''backup mentor''', this person should come from your dev community and should at minimum keep up to date with the student's weekly developments. ''' Both mentors need to appoint themselves officially'''. The best way is if the student is well integrated into your development team from the start, it lessens the workload on you and betters the buy-in from the rest of the community once you're ready for the final code merge.

You '''must''' be available at some time during the '''evaluation periods'''. If you will be away during these time periods please arrange with the OSGeo org admins and your backup mentor so that one of us can fill in your answers for you. These are hard cutoffs -- evaluations ''must'' be filed within these dates. There are '''3 evaluation periods''' this year where mentors are required to complete an evaluation of their student. After the first 4 weeks of coding, after 8 weeks of coding and then at the end (after 12 weeks of coding). The evaluation forms are shorter than previous years so they should take less time to complete.

==Introduction==

FOSS4G Europe is rooted in the FOSS4G Central and Eastern Europe conference series, back in 2012. The latter evolved in 2014 as the first edition of FOSS4G Europe in Bremen. The conference is now becoming the main european FOSS4G event, gathering people and OSGeo local chapters from all over Europe and beyond.

Since the conference in Bremen, thoughts and ideas where exchanged to organise OSGeo more on a European basis. The Industry group was started, a platform of people supporting the idea arose, but there was no real initiative for action.

This year we (OSGeoEU) have the ambition to organise a legal entity OSGEO-EU to create a stronger software group in Europe to defend the rights of open source from the perspective of the Geo-ecosystem.

In preparation for this official expression of interest, a couple of
meetings have already taken place.
a physical BOF @FOSS4G 2014 in Bremen, some mails, a BOF @FOSS4G 2015 in Como and some one physical meetings.

== Why should OSGeo have a European local chapter ==

* Europe has specific needs in terms adoption rate of open source software.
* An important initiative called 'INSPIRE' needs specific localised attention.
* OSGeo.EU is a sparring partner and representation (Single point of contact) for the European institutions in Brussels on behalve OSGeo, the other committees, local chapters and projects. Giving the existing local chapters a voice in Brussels.
* Europe also has specific business ecosystem.
** more than 99% of all the European businesses are SME's
** software industry in Europe is as big as the software industry in the US, but the driving forces are more divided
** FLOSS can be used as an opportunity to create a strong industry leadership in Europe
** OSGeo.EU can play a supporting role in this process

== Mission and objectives ==

After discussion amongst the active local chapter members we come to the
following list of mission objectives:

* Community-building and networking around specific European themes

* support the European OSGeo members using FOSS4G software, help them to organise and bring into contact with governmental agencies and research institutes. Help them with European funded projects.

* encourage interoperability in European projects

* support European open standards and European directives such as INSPIRE

* provide support for the use of OSGeo software in education via European curriculum development, outreach, and capacity building

* to encourage communication between the different European local chapters

* to encourage different communities to work together where relevant

* Organisation of events

* Networking with other typically European organisations and groups (notably OSM, JRC, European projects, FIWARE, EUROGI, SMESpire, ... )

* Being logical parter to European Commission to discuss about open source software for geospatial and open geospatial data

This event will be held in France, in Marne-La-Vallée (on the same transportation line as DisneyLand) within the Paris East University Campus.
The hosting is handed by École National des Sciences Géographiques (ENSG), the French school of Geomatics.
The French local chapter is involved in organizing this event.

Save the dates : from the 18th of July 2017 (workshops), up to the 22nd of July (OSGeo EU Code Sprint).
