= Chapter Roles =

Open Source software has come to be a proven environment for building stronger software through open global collaboration. The Open Source Geospatial Foundation, hereafter referred to as OSGeo, has been created to support and build the highest-quality geospatial software.

The OSGeo's goal is to promote the use OSGeo projects globally by fostering strong localized OSGeo partnership and presence in different geographic and linguistic domains. Apart from being a strong local voice for the OSGeo, some of the major tasks whereby localized OSGeo partnership and presence could enrich and enhance global geospatial initiatives would be;

* Provide member networking opportunities for support and job opportunities
* Software Internationalization and Localization
* Development of prototype applications to demonstrate Open Source geospatial capabilities to local and regional audiences
* Software Packaging and Customization for local and regional needs
* Training, Support and Development of e-Learning Contents in local languages
* Support Open standards and Open access to geospatial data in region
* Promoting OSGeo and enhancing visibility in various forums

The above activities would complement and strengthen the efforts of OSGeo in increasing awareness about available Open Source Geospatial solutions and stimulating adoption in education, industry, government and non-profit organizations in various geographic and linguistic domains.

= Chapter Responsibilities =

OSGeo does not differentiate between a geographic or linguistic grouping and strongly encourages self-organization similar to "User Groups" or "Special Interest Groups" in other
Open Source Projects. "User Groups" or "Special Interest Groups" do not formally represent OSGeo but can avail some of the services such as the use of OSGeo Wiki. "OSGeo Chapter" offer
a more formal framework for self-organization based on a few simple guidelines listed below;

* “OSGeo Chapter” officially represents OSGeo and is formally recognized as OSGeo Project.
* “OSGeo Chapter” must support the OSGeo Mission and Objectives of OSGeo.
* “OSGeo Chapter” must hold regular meetings (at least annual) and provide annual report of activities to chapter membership and OSGeo Board.
* “OSGeo Chapter” will not entail any financial commitment from or on-behalf of OSGeo. OSGeo will also not provide any budget assistance to the “OSGeo Chapter”.
* “OSGeo Chapter” is encouraged develop and maintain “Directory Listing” of companies, people, universities and organizations involved with or using OSGeo projects.
* “OSGeo Chapter” must strive at networking with organizations to enlist participation and support for OSGeo.
* OSGeo reserves the right to terminate its relation with an “OSGeo Chapter” if OSGeo has reasons to believe that the activities of the “OSGeo Chapter” are contrary or detrimental to the Mission and Objectives of OSGeo.

= Chapter Benefits =

* “OSGeo Chapter” is permitted to use OSGeo Logo and other branded resources for promoting the Mission and Objectives of OSGeo.
* OSGeo will provide necessary infrastructure to promote communication and visibility of “OSGeo Chapter”. The infrastructure will include mailing list, hosting of wiki pages, domain service for “OSGeo Chapter”.

= Chapter Formation =

In order to form a chapter, the following steps should be taken:
# "OSGeo Chapter" should self-organize (for instance in the OSGeo wiki, via OSGeo mailing list, etc), seeking to determine if a critical mass of interest exists to justify a chapter.
# "OSGeo Chapter" should prepare a mission and objectives indicating the scope of the planned chapter (geographic or linquistic extent for instance).
# “OSGeo Chapter” should propose an official representative to liaise with the OSGeo Board. If accepted by the board, the representative will be an officer of OSGeo.
# “OSGeo Chapter” should submit an official expression of interest to form a chapter to the OSGeo board, listing initial members, mission, representative and other supporting information.
# The OSGeo board shall then consider passing a motion forming the chapter, and designating the liason officer.

In considering the formation of new OSGeo chapters, the board will consider issues including:
* Does the mandate (geographically or linguistically) conflict with other existing chapters or chapters-in-formation?
* Does the chapter appear to have sufficient interest to justify official formation?
* Does the chapter appear to be open to broad membership, and representative of the target geographic or linguistic community? (eg. if a chapter had the objective to cover all Spanish speakers, it would be inappropriate if the only interest demonstrated was from one country)

= Guideline for creating a Local Chapter logo =

This is a proposal for logo usage at local level.
* Whenever you refer to the "OSGeo Foundation" (the headquarters legally incorporated in Delaware, USA), you should use the unchanged, official OSGeo [[Logo]].
* Feel free to reuse parts of the design (the compass, colors, fonts, proportions, etc.) to create your '''own''' distinct logo version.
* Your logo should be distinctly different to not easily confuse it with the official OSGeo Logo.
* In presentations, banners, etc. you are welcome to also use the unaltered OSGeo Logo to refer to the legal international foundation. Feel free to use both, one on the left, the other on the right, top / bottom, whatever.
* Get inspired by other Local Chapters, check out what others have done:

Next step is to make a survey on the topics identified, report back to board, and make a small work plan.

Ideally we want the workplace for December; so it can be considered when setting marketing budget for 2025.

We looked at a couple things:

* GDAL/OGR - OSGeo where we can see the page design getting worse as the theme has been updated to show stickers and logos for some reason (eek)
* Committees - OSGeo an example “where the money ran out” on the initial website design resulting in a simple page rather than tile + form presentation
* even when system admin committee (or jody) can technically update the theme - we need graphics design input to provide a very specific request to avoid mistakes

= News Editor =

News for osgeo.org goes through a news editor that ensures some degree of consistency and appropriateness. Currently the primary news editor is [[Jorge_Sanz]], with [[Astrid Emde]] and [[User:warmerda|Frank Warmerdam]] as backup editors.

The news editor team is also available on chat in [[Matrix]] at [https://matrix.to/#/#news_team:osgeo.org <code>#news_team:osgeo.org</code>] room and in [[IRC]] at the <code>#osgeo-news-team</code> room.

= Submitting News =

Email new news items to [mailto:news_item@osgeo.org news_item@osgeo.org]. This goes to the news editors. Projects, committees or other interested parties can submit a news item to that mailing list. Then the editor (or if they are unavailable the backup editor) would take care of formatting the item for consistency and putting it on the news page and forward the message to the OSGeo Announcements mailing list.

On occasion, the news editors may also post items based on stuff they see happening without explicit direction, though this isn't the main task of the editor.

Less than 80 characters per line, plain text (no html!), formatted for easy reading as text, spell out urls fully with http prefixes so that url detecting email programs can turn them into followable links. The Open Source Geospatial Foundation would like to open nominations for the 2023 Sol Katz Award for Geospatial Free and Open Source Software.

The Sol Katz Award for Free and Open Source Software for Geospatial (FOSS4G) will be given to individuals who have demonstrated leadership in the FOSS4G community. Recipients of the award will have contributed significantly through their activities to advance open source ideals in the geospatial realm.

Sol Katz was an early pioneer of FOSS4G and left behind a large body of work in the form of applications, format specifications, and utilities while at the U.S. Bureau of Land Management. This early FOSS4G archive provided both source code and applications freely available to the community. Sol was also a frequent contributor to many geospatial list servers, providing much guidance to the geospatial community at large.

Sol unfortunately passed away in 1999 from Non-Hodgkin's Lymphoma, but his legacy lives on in the open source world. Those interested in making a donation to the American Cancer Society, as per Sol's family's request, can do so at https://donate.cancer.org .

Nominations for the Sol Katz Award should be sent to ''solkatzaward at lists dot osgeo dot org'' with a description of the reasons for this nomination (after sending, please wait for the moderator to accept your message). Nominations will be accepted until end-of-day May 26th [https://www.timeanddate.com/time/zones/aoe Anywhere on Earth]. A recipient will be decided from the nomination list by the OSGeo selection committee.

The winner of the Sol Katz Award for Geospatial Free and Open Source Software will be announced virtually during the FOSS4G 2023 event in Prizren, Kosovo. The hope is that the award will both acknowledge the work of community members, and pay tribute to one of its founders, for years to come.

== Solomon Stuart Katz aka Sol 1947-1999 ==

=== Background ===

Sol Katz was born in Sweden (on August 3rd, 1947) and moved to NY at the age of 1. Yiddish was
his first language, but he was amazingly bright, and learned both Hebrew
and English quickly. After high school, he spent three years in the US
Air Force, stationed in Germany, where he picked up yet another language.
Following his brief military career, he decided to go to Brooklyn College
in NY where he got his Bachelors in Geology in 2.5 years. He then married
his wife Hedy in 1969, and went back to Brooklyn College while teaching in
NY Public Schools and got his MA, also in Geology. After several years
working for the U.S. Bureau of Land Management (BLM) in several states, he settled down
in Lakewood, CO and decided to go back to school at the University of Denver in
Computer Science and earned a second masters. At this time, he also had two
children - Shanna and Risa. He was well loved in his office, at his
children's school, and at home. Always full of laughter and good humor,
Sol could easily be recognized by his flamboyant Hawaiian shirts and toucan
or propeller hats. Sadly, after fighting Non-Hodgkin's Lymphoma for
almost a decade, Sol died April 23, 1999 in bed.

=== Open Source ===

Sol Katz was an early pioneer of GFOSS and left behind a large body of work in
the form of applications, format specifications, and utilities. In the early 80's,
Sol assisted in the development of a public domain GIS package called [[Open Source GIS History|MOSS]]
(Map Overlay and Statistical System). This software was arguably the first open
source GIS software in the world. Sol would later go on to release and maintain PC MOSS (GitHub archive: https://github.com/OSGeo/MOSS/). He was also one of the first involved in public data translator
utilities. Utilities that he developed for converting DEMs and reading SDTS files
were contributed back to the geospatial community, and are still available today (GitHub archive: https://github.com/jmckenna/sdts2dem). Sol was also a frequent contributor to many geospatial list servers, providing much
guidance to the geospatial community at large. Sol Katz's collection of GIS utilities
at the BLM continues to be implemented by many software projects. His legacy still lives on
in the GFOSS world.

This year, we are following the OSGeo tradition of hosting a code sprint right after [http://2019.foss4g.org FOSS4G 2019].

Participation is free of charge and anyone involved or interested in getting involved in OSGeo community projects is welcome.

You can choose to contribute to one or more projects. The sky is the limit. There’s always plenty to do – it’s not all about programming. Translation, documentation, feedback, discussions, and testing are very important for projects! Conference registration is not a prerequisite for participation in code sprint.

News for osgeo.org goes through a news editor that ensures some degree of consistency and appropriateness. Currently the primary news editor is [[Jorge_Sanz]], with [[Astrid Emde]] and [[User:warmerda|Frank Warmerdam]] as backup editors.

= Submitting News =

Email new news items to [mailto:news_item@osgeo.org news_item@osgeo.org]. This goes to the news editors. Projects, committees or other interested parties can submit a news item to that mailing list. Then the editor (or if they are unavailable the backup editor) would take care of formatting the item for consistency and putting it on the news page and forward the message to the OSGeo Announcements mailing list.

On occasion, the news editors may also post items based on stuff they see happening without explicit direction, though this isn't the main task of the editor.

Please ensure that these emails follow good email styling. Less than 80 characters per line, plain text (no html!), formatted for easy reading as text, spell out urls fully with http prefixes so that url detecting email programs can turn them into followable links. Use the title of the item as the title of the email. Using your own email address as the From: is fine, but remove any personal "signature" from the email.

All announcements will need to be approved by an announce mailing list moderator. Hopefully any news editor will have an appropriate password. Approval can be done at:

Normally we post a link to the announcement on the OSGeo web site, but remove the "description" since it picks up the wrong stuff, and instead summarize the topic as the main test of the post.

Events should be posted to the Events manager on the drupal site as soon as practical. New events can be posted at:

OSGeo initiatives have formed to pursue a specific short term, or long term goal. Initiatives maybe formed by a committee or the board as required. Initiatives are a great way to collaborate with projects, committees and partners.

* FOSS4G - event series produced in collaboration with the conference committee and local chapters
* GeoForAll - education and research program produced in collaboration with our partners
* Incubation - mentor program for open source projects to be recognized as OSGeo project

== Community Events ==

We have set aside a budget for community events in 2022:

* Supporting community building events is distinct from the development focused code-sprints below
* We are inviting community members to contact us about events (rather than try and adjust their event to fit into our code sprint guidelines)
* OSGeo is is focused on our outreach goals as an organization as such our primary contribution to events is free software and enthusiasm rather than finical, we use funding to enable our members rather than for sponsorship and visibility.
